Fry the Shrimp
Add buttermilk to a shallow bowl. Add cornstarch to a second shallow bowl. In third, large bowl, stir together Panko breadcrumbs, garlic powder, onion powder, salt, and pepper.**

Warm tortillas for about 30 seconds on each side in a medium-high heat skillet or char over a gas flame.
