Heat a medium saucepan to medium high heat. Melt butter in the pan. Add garlic, stirring and cooking until fragrant.
Reduce heat to medium and whisk in flour, Italian seasoning, garlic powder, salt and pepper until a thick texture like paste forms. You can start with less salt and adjust to taste while cooking the sauce.
Increase heat to medium high, gradually whisking in heavy cream and broth until smooth. Bring to a low simmer, cooking until sauce thickens, about 2-4 minutes.
Reduce heat to low, stirring in Parmesan. Stir until cheese melts and sauce becomes smooth.
Remove from heat, add more salt and pepper to taste.
Serve over cooked pasta, as a dip with appetizers like french fries, onion rings, or potato wedges, coat chicken wings, or on top of veggies like brussels sprouts.
